On the recommendation of Cattle Plague Commission, the Institute then known as Imperial Bacteriological Laboratory had its genesis on December 9, 1889 at Pune and later relocated to Mukteswar, the Kumaon Hills in 1893 to facilitate segregation and quarantine of highly contagious organisms.The Izatnagar Campus, the present Headquarters of the Institute came into existence in 1913 as the necessity for expansion was felt. In 1925, the former Imperial Bacteriological Laboratory was redesignated as Imperial Veterinary Research Institute.

Although animal science research is the major mandate of the Institute, training and education have been as integral part of the Institute from early times. Training programmes were organized as early as 1900 for army and civil veterinarians. Regular post-graduate and refresher courses were organized from 1922 leading to establishment of a P.G.College of Animal Sciences in 1958. After independence, the name of the Institute was changed to Indian Veterinary Research Institute. By the year 1966, the administrative control of the Institute was transferred from Govt. of India to Indian Council of Agricultural Research (ICAR), an autonomous apex body responsible for organization and management of research and education in the country. The Institute was conferred the Deemed to be University status by University Grants Commission, Govt. of India in 1983.

The IVRI distinguishes as the mother Institute of a number of animal species and technology based institutions including poultry established in the last more than two decades. The ICAR, recognizing the professional excellence, awarded Centres for Advanced Studies in Animal Nutrition, Physiology & Climatology and Biotechnology disciplines and a Centre of Excellence in Biotechnology for better utilization of professional resources and manpower development. To prepare and meet the growing challenges of the new millennium, a Vision 2020 Document was prepared by the Institute which serves as a guide to shape the future of animal science research. It envisions to make the Indian agriculture and animal husbandry sectors more efficient, relevant and globally competitive.
